What this amendment would do

SA 4048, submitted by Mr. Van Hollen and Mr. Moran, aims to add Section 225 to bill H.R. 4016.

The purpose of this amendment is to stop further obligations of remaining unobligated balances for the new Federal Bureau of Investigation consolidated headquarters facility in the National Capital Region. These funds were originally from the Department of Justice Appropriations Act, 2016 and 2017 and were reprogrammed based on a notification from the Assistant Attorney General for Administration on July 1, 2025.

The amendment adds a requirement that the Federal Bureau of Investigation must first submit the following to the Committees on Appropriations of the House of Representatives and the Senate for review:

  • The completed and contracted architectural and engineering plan for the new headquarters building.
  • Classified portions of the plan must be submitted via a classified annex.
