What this amendment would do

SA 4047, submitted by Mr. Van Hollen, aims to change specific funding and agreement rules for industrial technology services within bill H.R. 4016.

The amendment proposes the following:

  • It allocates $212,000,000 for industrial technology services, with $175,000,000 for the Hollings Manufacturing Extension Partnership and $37,000,000 for the Manufacturing USA Program.

  • It requires the Secretary to renew all existing cooperative agreements for eligible entities in Puerto Rico and each State for 1 year within 7 days of the Act's enactment.

  • It requires the Secretary to issue new 1-year awards within 7 days of enactment to eligible entities whose agreements were active and set to expire on December 31, 2025.

  • It states that these renewals and awards must use the same terms and conditions as those in effect in May 2025, unless the entity asks otherwise.

  • It requires the Secretary to run a reapplication competition at least 270 days before the first cooperative agreement expires after the Act is enacted.
