What this amendment would do

SA 4035, submitted by Mr. Merkley, is an amendment to bill H.R. 4016. This bill deals with appropriations for the Department of Defense for the fiscal year ending September 30, 2026, and other purposes.

The purpose of this amendment is to add Section 8176 to the bill. This section aims to ensure that:

  • No funds from this Act or any other Act are used to directly or indirectly facilitate, support, or effect an arrest or detention of a United States citizen.
  • This restriction applies to any crime for which a United States citizen cannot be lawfully convicted.
