What this amendment would do

SA 4029, submitted by Mrs. Shaheen, aims to add a new section to title I of division B of bill H.R. 4016.

The purpose of this amendment is to require the Secretary of Commerce to provide written notification to the Senate and House Committees on Appropriations at least 3 business days before terminating certain awards.

This requirement applies to any grant, cooperative agreement, or contract award of $100,000 or more issued by the Administrator of the National Oceanic and Atmospheric Administration using funds from this Act or any previous Act.

The written notification must include the following details:

  • The recipient of the award
  • The amount of the award
  • The fiscal year the funds were appropriated
  • The account and program, project, or activity the funds are drawn from
  • The title of the award
  • A detailed justification for the termination
