What this amendment would do

SA 4027 is an amendment proposed by Mr. Merkley to be added to H.R. 4016, which deals with appropriations for the Department of Defense for the fiscal year ending September 30, 2026.

The purpose of this amendment is to address funding for the Hollings Manufacturing Extension Partnership through the following changes:

  • It prohibits the use of funds from this Act or any other Act for fiscal year 2026 to cancel, delay, or freeze funding for the partnership's activities or programs.

  • It requires the Secretary of Commerce to ensure that all amounts for financial assistance provided under section 25(e) of the National Institute of Standards and Technology Act for fiscal year 2026 are disbursed within 30 days after the Act is enacted.
