What this amendment would do
SA 4022, submitted by Mrs. Shaheen and Mr. Crapo, aims to protect the laboratory workforce at the Drug Enforcement Administration (DEA) from certain cuts and restrictions.
The amendment adds a section to H.R. 4016 that defines the laboratory workforce as:
- Positions at DEA forensic laboratories, including digital forensic examiners, fingerprint specialists, forensic chemists, and any other positions in those laboratories.
- Other DEA positions at locations that will be moved to forensic laboratories that are being finalized or constructed as of the date the Act is enacted.
The purpose of this amendment is to ensure that the DEA laboratory workforce is exempt from:
- Hiring freezes.
- Workforce reductions caused by probationary employee status, reprogramming of funds, or spending cuts.
The text specifies that this does not stop the Attorney General from using existing procedures to manage the workforce in cases of poor performance or misconduct.
