What this amendment would do

SA 4013, submitted by Mr. Merkley, aims to add a section to bill H.R. 4016 regarding Department of Defense appropriations for the fiscal year ending September 30, 2026.

The purpose of this amendment is to ensure the following:

  • No funds from this Act or any other Act can be used to cancel, delay, or freeze funding for programs authorized under section 418A of the Higher Education Act of 1965 (20 U.S.C. 1070d-2), including grants that are already ongoing.

  • The Secretary of Education must fully disburse and award all non-competing continuation grants and new awards for these programs for fiscal year 2026 by July 1, 2026.

  • The Secretary of Education must send out notices for award applications and give priority to those who were grantees under that section previously.
