What this amendment would do

SA 4012, submitted by Mr. Merkley, is an amendment to bill H.R. 4016, which handles appropriations for the Department of Defense for the fiscal year ending September 30, 2026.

The amendment aims to add a section to the bill to ensure the following:

  • No funds from this Act or any other Act can be used to freeze, delay, or cancel funding for programs and ongoing grants authorized under chapter 1 of subpart 2 of part A of title IV of the Higher Education Act of 1965.

  • The Secretary of Education must fully award and disburse all available balances for these specific programs for fiscal year 2026 by June 1, 2026.
