What this amendment would do

SA 4002, submitted by Mr. Merkley, is an amendment to bill H.R. 4016, which deals with appropriations for the Department of Defense for the fiscal year ending September 30, 2026.

The purpose of this amendment is to add a prohibition on last-minute rescissions.

It aims to change the process by stating that a special message sent under section 1012 or 1013 of the Impoundment Control Act of 1974 cannot propose to defer or rescind budget authority if that authority expires within 90 days after the message is sent.
