What this amendment would do
SA 3999, submitted by Mr. Sanders, aims to add a section titled "Protecting America's Workforce" to bill S. 1071.
The amendment intends to make the following changes:
-
Nullification of Executive Orders: It states that Executive Order 14251 and Executive Order 14343, both regarding exclusions from Federal labor-management relations programs, will have no force or effect. It also prohibits the use of Federal funds to carry out these orders.
-
Collective Bargaining Agreements: It ensures that any collective bargaining agreement between a Federal executive branch agency and a labor organization that is an exclusive representative of Federal employees, in effect as of March 26, 2025, remains in full force and effect for the length of the agreement's term.
