What this amendment would do
The amendment, submitted by Mr. Cornyn and Mr. King, aims to replace the entire text following the enacting clause of bill S. 3051. It proposes renaming the act as the Partnership for Advancing Regional Training and Narcotics Enforcement Response Strategies Act, or the PARTNERS Act.
The purpose of this amendment is to require the Secretary of Defense, working with the Secretary of State and the Government of Mexico, to provide a report to specific congressional committees within 180 days of the act's enactment.
The report must include:
- Details on current Department of Defense activities regarding joint training with Mexico's armed forces on tactics, techniques, and procedures to counter transnational criminal organizations.
- Recommendations for future additional joint training activities.
- Potential recommendations for other activities to counter transnational criminal organizations, such as:
- Joint network analysis.
- Counter threat financing.
- Counter illicit trafficking of weapons, narcotics, humans, and natural resources.
- Assessments of key activity nodes of transnational criminal organizations.
- Operations using rotary-wing aircraft.
The amendment also specifies that any new recommended activities must be in addition to existing security cooperation or training and cannot replace or disrupt them.
