What this amendment would do
SA 3976, submitted by Mr. LEE, aims to add a section to bill S. 1071 regarding the sense of Congress on the ground-based leg of the nuclear triad.
The purpose of this amendment is to state that:
-
The modernization of the ground-based leg of the nuclear triad is vital to homeland security and a core component of the homeland defense mission.
-
Extending the Minuteman III platform lifecycle is an unsustainable long-term option and is costly.
-
The breach of the Nunn-McCurdy Act (chapter 325 of title 10, United States Code) by the modernization program should be handled by balancing national security needs with fiscally responsible modifications to stop future cost overruns.
-
The breach of the act does not change the fundamental national security need for the program.
-
The modernization program must stay active and funded.
