What this amendment would do

SA 3974, submitted by Mr. Lee, aims to add a section to bill H.R. 4016 regarding the Department of Defense appropriations for the fiscal year ending September 30, 2026.

The purpose of this amendment is to manage how the National Guard Bureau handles reimbursement funds received from:

  • A State
  • The Commonwealth of Puerto Rico
  • The District of Columbia
  • Guam
  • The Virgin Islands

These funds, which are reimbursements for expenditures made for military property, must be credited back to the original appropriation, fund, or account used, or to another available account used for those same purposes.

The amendment further restricts these funds so the Department of Defense can only use them for:

  • Repair
  • Maintenance
  • Other similar functions directly related to assets used by National Guard units while on State active duty status.
