What this amendment would do

SA 3948, submitted by Mr. Merkley, is an amendment to H.R. 5371.

The purpose of this amendment is to create a prohibition on last-minute rescissions.

It aims to add a section to the bill that prevents a special message transmitted under section 1012 or 1013 of the Impoundment Control Act of 1974 from proposing to defer or rescind any budget authority that expires within 90 days after the message is transmitted.
