What this amendment would do
This amendment, submitted by Mr. Kennedy, aims to add a section to bill H.R. 5371 that prevents Members of Congress from receiving pay during government shutdowns.
Purpose and Changes
-
Pay Reductions: For days occurring after the November 2026 general election, the payroll administrator for the House and Senate must exclude pay for each Member of Congress for every 24-hour period a government shutdown is in effect.
-
Escrow Rule: For shutdowns occurring between the date the Act is enacted and the November 2026 general election, pay for each 24-hour period of a shutdown will be withheld and deposited into an escrow account.
-
Release of Funds: To comply with the 27th Amendment, any money held in the escrow account will be released for payment to Members of Congress on the pay reduction effective date.
-
