What this amendment would do
Mr. Welch submitted SA 362, which is an amendment intended for the concurrent resolution on the budget for fiscal year 2025. The purpose of this amendment is to create a deficit-neutral reserve fund that relates to promoting Federal Government accountability.
This amendment aims to allow the Chairman of the Senate Committee on the Budget to make adjustments and revise allocations for legislation that promotes Federal Government accountability. Specifically, it mentions that this accountability could include:
- Prohibiting Members of Congress from publicly taking credit for Government-funded projects in their State or district that are supported by legislation they previously opposed.
- Requiring Members of Congress to state in publicly available press releases that they opposed such legislation when speaking about those Government-funded projects in their State or district.
To make these changes happen, the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
