What this amendment would do
Mr. Welch, along with Mr. Blumenthal and Mr. Wyden, submitted amendment SA 358 to hold our officials accountable by setting up a specific Point of Order in the Senate.
The purpose of this amendment is to stop the Senate from considering any bill, joint resolution, motion, amendment, or conference report that reduces or eliminates essential programs supporting families, children, or communities.
Programs Included
The amendment explicitly targets cuts to critical support systems, which may include:
-
Temporary Assistance for Needy Families (TANF) block grants to States.
-
Social Services Block Grants.
-
Meals on Wheels.
-
Head Start or Early Head Start programs.
-
Programs supporting prevention services to keep vulnerable families together.
-
Programs supporting child care.
-
Programs supporting kinship caregivers, guardianship assistance, adoption services or assistance, foster care services, or child protective services.
-
Programs supporting legal services for children in foster care and their families.
Waivers and Appeals
If someone wants to push through a bill that cuts these programs, it takes a three-fifths affirmative vote of the Senators chosen and sworn to waive or suspend this rule. It also takes a three-fifths vote to overturn a ruling from the Chair regarding this point of order.
