Mr. Welch submitted the amendment, known as SA 357, to the concurrent resolution on the budget for the United States Government for fiscal year 2025 through fiscal year 2034.
Purpose and Changes
-
The purpose of the amendment is to add a deficit-neutral reserve fund relating to prohibiting the reduction or elimination of funding for programs that support substance use disorder prevention.
-
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
-
It allows adjustments to the pay-as-You-go ledger for legislation relating to prohibiting the reduction or elimination of funding for programs that support substance use disorder prevention.
-
These adjustments can be made provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
