What this amendment would do
Mr. Welch submitted amendment SA 352 to set up a deficit-neutral reserve fund. Common sense tells us this is all about keeping our elected officials and government workers accountable to the public.
What It Aims to Change or Add
The amendment adds a new section to the bill that allows the Chairman of the Committee on the Budget of the Senate to make adjustments for legislation related to protecting the personal data of taxpayers and promoting transparency within government efficiency efforts. This includes efforts relating to the U.S. Department of Government Efficiency Service Temporary Organization, which is referred to as DOGE.
Specifically, it aims to add several strict rules for DOGE, which include:
- Requiring the President to appoint a head of DOGE with the advice and consent of the Senate.
- Requiring each employee of DOGE to qualify for a security clearance before taking office.
- Requiring each employee to have a publicly available biography on a Federal Government-sponsored website.
- Prohibiting DOGE from entering into any contract with an external contractor for labor or consulting services, or from using volunteers.
- Prohibiting the Federal Government from entering into contracts with any DOGE-associated employees or officials.
- Requiring DOGE to publish all findings on government efficiency and spending on a Federal Government-sponsored website before releasing that information on any private social media platform.
