What this amendment would do

Mr. Welch submitted the amendment, known as SA 348, to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.

Purpose of the Amendment

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to prohibiting the reduction or elimination of funding for Medicare-dependent, small rural hospitals.

What it Aims to Change or Add

  • Adds a new section to the end of title III.

  • Allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels.

  • Permits adjustments to the pay-as-you-go ledger for legislation relating to prohibiting the reduction or elimination of funding for Medicare-dependent, small rural hospitals.

  • Requires that such legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
