What this amendment would do

SA 3466, proposed by Ms. Duckworth, aims to add a requirement for the Secretary of Veterans Affairs to provide a report to Congress regarding plans to reduce the Department of Veterans Affairs workforce in fiscal year 2026.

The amendment adds the following requirements:

  • The report must be submitted within 90 days after the Act is enacted.
  • The report must include the analysis used to determine if workforce reductions are necessary to provide timely care and benefits for Veterans.
  • The report must explain how that analysis ensures reductions will assist wait times rather than adversely affect them.
  • The analysis must incorporate lessons learned from reinstatements and terminations that happened in fiscal year 2025.
