What this amendment would do
As folks keeping an eye on our elected officials, we need to know what goes into our budget resolutions. Amendment SA 342 was submitted by Mr. King, along with Mr. Van Hollen and Ms. Alsobrooks, for the fiscal year 2025 congressional budget resolution.
What the Amendment Changes
- Creates a reserve fund: It sets up a deficit-neutral reserve fund relating to employee terminations at the National Institutes of Health.
- Allows budget adjustments: It lets the Chairman of the Senate Committee on the Budget revise committee allocations, aggregates, and other levels for legislation relating to basic research.
- Protects workers: The legislation can include prohibiting the National Institutes of Health from terminating, reassigning, or otherwise removing employees or contractors unless the action is based on documented cause or performance justification, and not for reasons that undermine the agency's mission.
- Requires deficit neutrality: Any such legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
