What this amendment would do

Mr. Kelly submitted SA 333, which is a proposal to add a new section to the congressional budget resolution for fiscal year 2025. In plain English, this amendment sets aside a special money fund (called a deficit-neutral reserve fund) to deal with a specific issue regarding our nation's veterans.

The Purpose of the Amendment

The main goal of this amendment is to give the Chairman of the Senate Committee on the Budget the power to change financial allocations and the pay-as-you-go ledger. This power can be used for legislation that deals with the reinstatement of veterans working in executive agencies who have been let go since January 20, 2025.

  • It applies to veterans terminated without cause.

  • It applies to veterans terminated based on a performance review.

  • It applies to veterans terminated based on conduct in the workplace.

  • It includes veterans who were still within their probationary period.

To make sure our elected officials are being fiscally responsible to the people, the text explicitly requires that any resulting legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
