What this amendment would do
Mr. Kelly put forward this amendment to hold officials accountable and look out for our people—specifically, our veterans who were exposed to toxic materials.
What It Aims to Change
This amendment adds a deficit-neutral reserve fund to the budget resolution.
- It gives the Chairman of the Senate Committee on the Budget the power to change budget allocations and adjustments.
- It is meant for legislation that strengthens benefits for toxic-exposed veterans.
- Specifically, it aims to make sure that legislation can bar the Department of Government Efficiency (DOGE) from reallocating, delaying, or repurposing funds for the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act of 2022 (the PACT Act).
- Any legislation doing this must not increase the deficit between fiscal years 2025 and 2034.
