What this amendment would do
Mr. Kelly submitted amendment SA 330 to be proposed for the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and outlines appropriate budgetary levels for fiscal years 2026 through 2034.
What It Aims to Change or Add
- Adds a deficit-neutral reserve fund to the end of title III relating to saving jobs in critical minerals, energy infrastructure, and semiconductors.
- Allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Permits adjustments to the pay-as-you-go ledger for legislation relating to protecting thousands of jobs in critical minerals mining and processing, energy infrastructure, and semiconductors.
- Focuses on strengthening manufacturing in the United States through strategic investments by the amounts provided in such legislation, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
