What this amendment would do

Mr. Kelly submitted amendment SA 328 to create a deficit-neutral reserve fund relating to supporting Federal law enforcement personnel. The purpose is to support personnel who continue combating child trafficking and to protect them from workforce reductions directed by the Department of Government Efficiency.

The amendment aims to add a new section at the end of title III of the concurrent resolution. It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to protecting Federal employees who combat child trafficking, provided the legislation does not increase the deficit from fiscal year 2025 through 2034.

Specifically, the legislation may include:

  • Prohibiting the reassignment, termination, or laying off of Federal employees whose job is to disrupt, investigate, or prosecute child trafficking.

  • Prohibiting reduction in force actions for any Federal agency with a mission that includes protecting the people of the United States against child trafficking.
