What this amendment would do

Mr. Kelly submitted SA 324, which is an amendment intended to be proposed to the concurrent resolution S. Con. Res. 7. This resolution sets forth the congressional budget for the United States Government for fiscal year 2025 and establishes the appropriate budgetary levels for fiscal years 2026 through 2034.

What It Aims to Change or Add

The amendment adds a new section to the end of title III titled DEFICIT-NEUTRAL RESERVE FUND RELATING TO BOLSTERING AIR TRAVEL SAFETY AND SUPPORTING AIR TRAFFIC CONTROLLERS.

This addition allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to bolstering air travel safety.

Specifically, the amendment aims to cover legislation that would do the following:

  • Prohibit the deferred resignation, termination, or laying off of personnel at the Federal Aviation Administration responsible for air traffic safety.
  • Prohibit reductions in force actions for any agency with a mission that includes ensuring air travel safety.
  • Increase funding for the Federal Aviation Administration for safety and air traffic control personnel hiring and training.

To make these changes happen, the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
