MR. KELLY submitted SA 323 to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget. The purpose of this amendment is to create a deficit-neutral reserve fund relating to drought-related water conservation efforts and protecting drought-stricken areas and agricultural producers.
