What this amendment would do

SA 3223, submitted by Mr. Murphy and Mr. Kelly, is an amendment to bill H.R. 3944, which covers appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.

The purpose of this amendment is to add a requirement to section 412 of the bill. It aims to make the Secretary of Veterans Affairs do the following:

  • Publish a report every quarter on a public Department of Veterans Affairs website.
  • List the number of veterans who would have been reported to the national instant criminal background check system if the Secretary were permitted to do so under this section.
  • List the number of firearm suicides that occurred among those veterans in the previous quarter.
