What this amendment would do

Amendment No. 3411 served as a substitute amendment to the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026. Its purpose was to incorporate a series of other amendments and modifications into the bill.

The amendment aimed to add or change the following:

Veterans Affairs and Medical Care

  • Reporting Requirements: It requires reports on the use of third-party contractors for medical disability exams, the number of veterans in the housing choice voucher program, and a report on the funding backlog for State homes for veterans.
  • Funding and Services: It allocates $6.356 billion for telehealth for veterans, $709.573 million for opioid prevention and treatment, and $36.879 million for the Intimate Partner Violence Assistance Program.
  • Operational Changes: It mandates the publication of interment schedule availability for National Cemetery Administration cemeteries and ensures the continuation of customer service surveys for that administration.
  • Accountability: It prohibits using funds to reduce the capacity, staffing, or hours of the Veterans Crisis Line and requires a report on the methodology used for VA staffing models.
  • Contracting: It limits the use of funds to cancel contracts exceeding $10 million without providing advance notification and written contingency plans to Congress.

Agriculture and Rural Development

  • Research and Health: It provides $500,000 for industrial hemp fiber research and $500,000 for cereal research regarding mycotoxin risk mitigation. It also requires a report on New World screwworm readiness and an assessment of expanding agricultural quarantine and inspection programs in Hawaii.
  • Rural Support: It increases funding for rural decentralized water systems and the Healthy Fluid Milk Incentives Program.
  • Pest Control: It allocates $6.5 million for the suppression and control of Mormon crickets and grasshoppers in Western States.

Military and Other Provisions

  • Fort Leonard Wood: It requires reports on the capacity and staffing of the General Leonard Wood Army Community Hospital and the condition of military family housing at Fort Leonard Wood, Missouri.
  • Hemp: It strikes a provision relating to hemp (via Amendment No. 3070).
