What this amendment would do
Mrs. Gillibrand, along with Mr. Wyden, Mrs. Murray, and Mr. Sanders, submitted this amendment to set a rule for how the Senate handles certain budget legislation. As folks who care about the people, we need to know what our elected officials are trying to put into the rules.
What It Aims to Change or Add
The amendment adds a new rule to the bill, creating a point of order in the Senate against certain reconciliation legislation. Specifically, it aims to add the following requirements:
- It blocks the Senate from considering certain budget bills, joint resolutions, amendments, or conference reports unless they ensure that all working people in the United States have access to 12 weeks of paid leave.
- This paid leave must cover welcoming a new child, caring for a family member, caring for a person's own serious medical condition, and certain military caregiving and deployment purposes.
- The new rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- An affirmative vote of three-fifths of the Members of the Senate is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.

- 3 Cosponsors added.
