What this amendment would do
Here is the straight talk on what this amendment is all about. Submitted by Ms. Smith, along with Mrs. Shaheen and Mr. Warnock, this amendment aims to add a new rule to the Senate.
What It Changes
The amendment creates a point of order in the Senate against any legislation that would cut Medicare or Medicaid payments for doctors, hospitals, or long-term care services in rural areas, or that would limit access to the services they provide.
- Blocks Cuts: It stops the Senate from easily considering bills, resolutions, motions, or amendments that reduce payments or limit care in rural areas.
- High Bar to Override: To get around this rule and pass such legislation anyway, it takes a three-fifths affirmative vote of all sworn Senators, and the same high vote count is needed to overturn a ruling by the Chair.
