What this amendment would do
This amendment was submitted by Mr. Schiff, along with Ms. Warren, for the Senate concurrent resolution on the budget for fiscal year 2025.
Purpose of the Amendment
The purpose of this amendment is to create a deficit-neutral reserve fund. This fund allows the Chairman of the Senate Committee on the Budget to adjust financial levels and rules for legislation that relates to preserving agency records.
What It Aims to Change or Add
The amendment adds a new section to the end of title III of the budget resolution. It aims to support legislation that directs the Executive Office of the President and the Office of Government Ethics to preserve specific records.
- Preserving all existing and future records, materials, and correspondence related to personnel actions at the Office of Government Ethics.
- Preserving records related to the issuance of waivers to special Government employees regarding their compliance with financial conflicts-of-interest laws or other ethics and reporting requirements.
Any legislation that does this must not increase the deficit over the total period of fiscal years 2025 through 2034.
