What this amendment would do

SA 3126, submitted by Mr. Van Hollen, aims to restrict how money is used for the new Federal Bureau of Investigation (FBI) consolidated headquarters facility in the National Capital Region.

The amendment proposes that no funds from this or any other appropriations Act under the heading "Federal Bureau of Investigation--Construction" can be spent, obligated, or transferred for a new headquarters until the FBI does the following:

  • Presents a security assessment to the House and Senate Committees on Appropriations that follows the most current Interagency Security Committee (ISC) standard for review and approval.

  • Includes the costs and steps required to reach ISC Facility Security Level 5 within that assessment.

  • Includes review and comment from the General Services Administration and the Department of Justice Inspectors General.
