What this amendment would do

Amendment No. 3411 was proposed as a substitute for the original bill. It serves as a comprehensive package to modify the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026, as well as funding for the Agriculture-FDA and Legislative Branch.

The amendment aims to add and change the following:

Veterans Affairs and Military Construction

  • Reporting Requirements: Requires new reports on the use of third-party contractors for disability exams, veterans in the housing choice voucher program, and funding backlogs for State homes for veterans.
  • Funding Allocations: Adds specific funding for veterans' telehealth ($6.356 billion) and opioid prevention and treatment programs ($709.573 million).
  • Service Protections: Prohibits using funds to reduce the capacity, staffing, or hours of the Veterans Crisis Line.
  • Operational Oversight: Requires the Secretary of Veterans Affairs to maintain a public spreadsheet of interment schedule availability for National Cemetery Administration cemeteries and report on staffing model implementations.
  • Contracting Rules: Limits the ability to cancel contracts valued over $10 million without providing advance notification and written contingency plans to Congress.
  • Facility Reports: Requires reports on the capacity and housing conditions at Fort Leonard Wood, Missouri, and a briefing on the construction timeline for a new medical center in Reno, Nevada.

Agriculture and FDA

  • Research and Pest Control: Provides funding for industrial hemp fiber research, mycotoxin risk mitigation in cereals, and the suppression of Mormon crickets and grasshoppers.
  • Reporting and Assessments: Requires reports on New World screwworm readiness and a feasibility assessment for expanding agricultural quarantine and inspection programs for products entering Hawaii.
  • Rural and Nutrition Programs: Increases funding for rural decentralized water systems and the Healthy Fluid Milk Incentives Program.

Legislative Branch

  • Security: Provides increased funding for the Capitol Police to address the rise in threats against Members of Congress and staff.
