What this amendment would do
SA 3107 is an amendment proposed by Mr. Kelly and Mr. Cotton to be added to bill H.R. 3944. The bill focuses on appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.
The purpose of this amendment is to add a section to title II of division A that provides $2,000,000 from the Medical and Prosthetic Research account. This money would allow the Secretary of Veterans Affairs to partner with the National Academies of Sciences, Engineering, and Medicine to study cancer prevalence and mortality among active duty aircrew in the Armed Forces.
The amendment aims to add the following requirements:
-
The study must identify exposures linked to military occupations, such as agents, compounds, chemicals, and other phenomena.
-
The study must review existing research to find links between those exposures and overall cancer morbidity, cancer mortality, and specific cancers including:
- Brain
- Colon and rectal
- Kidney
- Lung
- Melanoma skin
- Non-Hodgkin lymphoma
- Pancreatic
- Prostate
- Testicular
- Thyroid
- Urinary bladder
- Any other cancers the Secretary deems appropriate.
-
A report based on the data analysis and systematic review must be submitted to Congress and the Secretary within 3 years of the Act's enactment.
