What this amendment would do

SA 3093, submitted by Mr. Kelly and Mr. Gallego, is an amendment to bill H.R. 3944. This bill handles appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.

The purpose of this amendment is to add a section to title II expressing the sense of Congress on the following:

  • It supports funding community-based organizations that work in public-private partnerships with the Department of Veterans Affairs to handle upstream suicide prevention needs for veterans.

  • It encourages the Secretary of Veterans Affairs to fund nonprofit, community-based organizations that operate State-wide and coordinate networks of private and public sector partners. The goals are to prevent suicide, improve well-being outcomes for veterans, and increase access to services and care.
