What this amendment would do

SA 3091, submitted by Ms. Hirono, is an amendment to H.R. 3944, which deals with appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.

The purpose of this amendment is to ensure that funds in title II are not used to stop woman veterans from getting abortion services or counseling in the following situations:

  • The services are determined medically necessary by a health care professional because the life or health of the woman would be endangered if the pregnancy continued.
  • The pregnancy is the result of incest or rape.
