What this amendment would do

Amendment No. 3411 serves as a substitute amendment to H.R. 3944, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026. Its purpose is to provide a comprehensive funding package that includes the following additions and changes:

Veterans Affairs and Military Construction

  • Funding Allocations: Adds specific funds for veterans' telehealth ($6,356,000,000) and opioid prevention and treatment programs ($709,573,000), as well as $36,879,000 for the Intimate Partner Violence Assistance Program.
  • Reporting Requirements: Requires the Secretary of Veterans Affairs to submit reports on the use of third-party contractors for medical disability exams, veterans in the housing choice voucher program, and the backlog of funding for State homes for veterans.
  • Operational Changes: Mandates the publication of interment schedule availability for National Cemetery Administration cemeteries and continues the administration of customer service surveys.
  • Oversight: Requires a briefing on the construction timeline for a new medical center in Reno, Nevada, and reports on facilities and family housing at Fort Leonard Wood, Missouri.
  • Contract Controls: Limits the use of funds to cancel contracts exceeding $10,000,000 without prior notice and a written explanation to Congress.
  • Service Protections: Prohibits using funds to reduce the capacity, staffing, or hours of the Veterans Crisis Line.
  • Staffing Models: Requires a report on the implementation of staffing models to ensure high-quality delivery of care and benefits.

Agriculture, FDA, and Rural Development

  • Research and Health: Provides $500,000 for industrial hemp fiber research and $500,000 for cereal research to mitigate mycotoxin risks. It also mandates a report on New World screwworm readiness and an assessment of expanding agricultural quarantine programs in Hawaii.
  • Pest Control: Allocates $6,500,000 for the suppression and control of Mormon crickets and grasshoppers.
  • Rural Infrastructure: Increases funding for rural decentralized water systems and the Healthy Fluid Milk Incentives Program.
  • Administrative Changes: Strikes a provision relating to hemp.
