What this amendment would do
SA 3079, submitted by Mr. Johnson, aims to add rules to bill H.R. 3944 regarding how members of Congress handle "congressionally directed spending items."
The amendment adds several sections (Sec. 414, 783, 115, 225, and 543) that would result in the rescission (cancellation) of funds if a member of Congress who requested and received those funds discloses the spending item outside of official debate of the Act.
According to the text, a disclosure is defined as a mention or reference in:
- Communications from the official office of the member.
- Debate of any other bill in a congressional committee or on the House or Senate floor.
- Media interviews or appearances.
- Public speaking engagements.
- Public communications for a political campaign.
The amendment also requires the Secretary or the Attorney General (depending on the section) to notify the House and Senate Committees on Appropriations about any fund rescissions within 15 days.
