What this amendment would do

SA 3071, submitted by Mr. Paul, is an amendment to SA 2977 and bill H.R. 3944. This bill focuses on appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.

The amendment aims to change the bill by striking specific text from page 216 through page 219 and adding new definitions for the following:

  • Hemp: Defined as the plant Cannabis sativa L. and its parts, derivatives, extracts, cannabinoids, isomers, acids, and salts, provided the delta-9 tetrahydrocannabinol concentration is not more than 0.3 percent on a dry weight basis.

  • Hemp Exclusions: The term does not include viable seeds exceeding the 0.3 percent delta-9 tetrahydrocannabinol concentration, nor does it include hemp-derived cannabinoid products containing cannabinoids that cannot be naturally produced by the plant, those synthesized or manufactured outside the plant, or those with a delta-9 tetrahydrocannabinol concentration of more than 0.3 percent.

  • Industrial hemp: Defined as hemp grown for the use of the stalk, fiber, or non-cannabinoid derivatives of the stalk; the whole grain, oil, cake, nut, hull, or non-cannabinoid compounds of the seeds; or for producing microgreens and edible hemp leaf products for human consumption harvested from immature plants.
