What this amendment would do
SA 3036, submitted by Ms. Blunt Rochester, aims to add a requirement to H.R. 3944. The purpose is to force the Secretary of Veterans Affairs to provide a report to the House and Senate Committees on Appropriations within 180 days of the Act's enactment.
The amendment seeks to have the Secretary do the following:
-
Assess the impact and scope of staffing shortages at community-based outpatient clinics across the U.S., broken down by clinic type, geographic region, and Veterans Integrated Service Network.
-
Identify the main barriers to retaining and recruiting non-clinical and clinical staff at these clinics.
-
Evaluate how effective current incentive programs are, such as housing stipends, telework flexibility, student loan repayment, and hiring bonuses.
-
Suggest funding tools or new authorities needed to make sure clinics are accessible to veterans and properly staffed.
-
Assess workforce needs for proposed or planned micro-hospitals, specifically the expected staffing model for the upcoming facility in Sussex County, Delaware, and list the steps needed for the timely retention and recruitment of qualified staff.
