What this amendment would do

Mr. Wyden submitted SA 303, which is an amendment to the congressional budget resolution for fiscal year 2025. As folks who elect our officials, we need to know that the people watching the store are allowed to do their jobs. This amendment is all about making sure we hold our government accountable by protecting the watchdogs.

What it adds to the bill

The amendment adds a new rule to the Senate. Here is what it aims to do:

  • Protects investigations: It creates a point of order against any legislation, resolution, motion, amendment, or conference report that reduces funding or hinders the ability of Inspectors General at Federal agencies to investigate ethics violations.
  • Sets a high bar to bypass the rule: This new rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members who are duly chosen and sworn.
  • Protects the ruling: It also requires an affirmative vote of three-fifths of the sworn Members of the Senate to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
