SA 3028, submitted by Ms. Duckworth, is an amendment to bill H.R. 3944. This bill handles appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.

The purpose of this amendment is to stop certain funds from being used for migrant detention. Specifically, it aims to ensure that no funds from this Act, or any other Act providing military construction funds for the Department of Defense, are used for the following:

  • Constructing, renovating, or expanding any facility for the Department of Defense to detain migrants.

  • Constructing, renovating, or expanding any facility to help the Department of Homeland Security detain migrants, which includes providing housing for Department of Homeland Security personnel.
