What this amendment would do

SA 3024, submitted by Ms. Duckworth, aims to add a requirement for the Secretary of Veterans Affairs to provide a report to Congress regarding plans to reduce the workforce of the Department of Veterans Affairs in fiscal year 2026.

The amendment requires the report to be submitted within 90 days of the Act's enactment and must include:

  • The analysis used to decide if workforce reductions are needed to provide timely care and benefits for Veterans and the reasons why.
  • An explanation of how that analysis ensures workforce reductions will assist wait times rather than adversely affect them.

Additionally, the Secretary must ensure the analyses incorporate lessons learned from reinstatements and terminations that happened in fiscal year 2025.
