What this amendment would do

SA 3023, submitted by Ms. Duckworth, aims to add a requirement for a report regarding Department of Veterans Affairs personnel working with the Department of Government Efficiency to bill H.R. 3944.

The amendment requires the Secretary of Veterans Affairs to provide a report to specific Senate and House committees within 30 days of the Act's enactment. The report must describe:

  • All Department of Veterans Affairs employees acting in coordination with, on behalf of, or as a liaison to the Department of Government Efficiency who have access to Department of Veterans Affairs facilities, systems, and databases.
  • The circumstances and timeline of when these employees accessed personal data of veterans or employees.
  • Which facilities, systems, and databases were accessed.
  • Whether these employees need continued access to that data.

To hold officials accountable, the amendment states that if the report is not received within the 30-day window, funds cannot be used for the basic pay of the Secretary of Veterans Affairs until the report is delivered.
