What this amendment would do

SA 3022, submitted by Mr. Merkley, is an amendment intended to be proposed to amendment SA 2976 and bill H.R. 3944.

The purpose of this amendment is to add a section to title II of division A to provide $1,300,000,000 for grants to States. These funds are for the following:

  • Acquiring or constructing State nursing home and domiciliary facilities.
  • Remodeling, modifying, or altering existing hospital, nursing home, and domiciliary facilities in State homes.

These grants are for furnishing care to veterans as authorized by sections 8131 through 8137 of title 38, United States Code. The funds will remain available until they are expended.

The amendment also designates these funds as being for an emergency requirement pursuant to section 4001(a)(1) of S. Con. Res. 14 (117th Congress) and to legislation establishing fiscal year 2026 budget enforcement in the House of Representatives.
