What this amendment would do

SA 3020, submitted by Mr. Merkley, is an amendment to be proposed to amendment SA 2976 and bill H.R. 3944. This bill deals with appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.

The purpose of this amendment is to place a limitation on how funds are used for the Department of Veterans Affairs. It aims to add a section stating that no funds may be spent to carry out a reduction in force at the Department of Veterans Affairs unless it follows specific rules:

  • The reduction in force must be in full accordance with the policies, procedures, and guidance in part 351 of title 5, Code of Federal Regulations.
  • This includes all four phases of the reduction in force procedure as they existed the day before the Act is enacted.
