What this amendment would do

Here is what you need to know about this amendment, submitted by Mr. Reed and Mrs. Shaheen. Common sense tells us we need to keep our elected officials accountable, so let us look strictly at what is written on the page without guessing about anything else.

What It Aims to Change or Add

  • This amendment adds a new section to the end of title III, creating a deficit-neutral reserve fund relating to supporting Ukraine.

  • It allows the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger.

  • These adjustments are for legislation relating to strengthening support for the Government of Ukraine.

  • This can include legislation that authorizes and funds assistance, expands training and intelligence-sharing, accelerates defense production and deliveries, ensures that negotiations about the future of Ukraine include representatives of the Government of Ukraine, or otherwise supports Ukraine's defense against Russia's illegal war.

  • The changes can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
