What this amendment would do

Mr. Reed, along with several other senators, proposed amendment SA 299 to the congressional budget resolution for fiscal year 2025.

Here is what the amendment aims to do for us:

  • It sets up a deficit-neutral reserve fund relating to supporting Ukraine.
  • It allows the Chairman of the Committee on the Budget of the Senate to change budget allocations and make adjustments for legislation related to strengthening support for the Government of Ukraine.
  • It covers legislation that authorizes and funds assistance, expands training and intelligence-sharing, accelerates defense production and deliveries, ensures that negotiations about the future of Ukraine include representatives of the Government of Ukraine, or otherwise supports Ukraine's defense against Russia's illegal war.
  • It ensures that this legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.

A vote on one change, not on the bill. A bill can collect dozens of these, and losing one does not stop it.
